Overview

The Workforce Innovation and Opportunity Act (WIOA) is a federally funded employment and training program. The program is designed to help career seekers access employment, education, training and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy.

While enrolled in the WIOA Adult or Dislocated Worker programs, customers will receive Basic Career Services, Individualized Career Services and Training Services.  Examples of Basic Career Services:

  • Job search assistance
  • Labor market information
  • Employability skills workshops

If you meet income eligibility, Individualized Career Services may be available to you if it has been determined that these services are appropriate for you to obtain or retain employment.  Examples of Individualized Career Services include:

  • Career Planning
  • Comprehensive & specialized assessments
  • Development of an Individual Employment Plan (IEP)
  • Case management
  • Out-of-area job search assistance

Training services can be critical to the employment success of many adults and dislocated workers. Training services may be provided if Career Center staff determine, after an interview, evaluation or assessment, and career planning, that the individual:

  • Is unlikely or unable to obtain or retain employment, that leads to economic self-sufficiency or wages comparable to or higher than wages from previous employment through career services alone;
  • Is in need of training services to obtain or retain employment that leads to economic self-sufficiency or wages comparable to or higher than wages from previous employment, through career services alone; and
  • Has the skills and qualifications to successfully participate in the selected program of training services.

The Dislocated Worker program seeks to assist career seekers who meet one of the following criteria:

  • Was terminated/laid-off; eligible for (or exhausted) unemployment compensation; and unlikely to return to previous industry or occupation
  • Was formerly self-employed but is unemployed due to local economic conditions or a natural disaster
  • Was laid off or notified of a layoff due to permanent plant closure or a substantial layoff
  • Dislocated Workers also must meet the same eligibility requirements as Adults, except income verification is NOT needed
